Your health insurance through Wellwould be considered private insurance, however if it was received through the Healthcare Marketplace, you would have recieved a Form 1095-A that you must report on your Federal Tax income tax return.

While there no longer is a  federal requirement for private health insurance, some states, including California, Massachusetts, New Jersey, Rhode Island, Vermont, and the District of Columbia, have individual mandates requiring residents to have health insurance or face penalties.

If your Wellpoint coverage was purchased through Healthcare.gov or your state's health insurance marketplace ( Wellpoint does offer health insurance through the Marketplace) you will need to enter your Form 1095-A into TurboTax.

Please double check your sources. Health insurance purchased through the Healthcare Marketplace is indeed considered private insurance. The reason is because it's purchased directly from the private insurance companies. Yes there may be subsidies involved and it is regulated, but it's considered private insurance.
