West Virginia individual tax return can't be efiled because it says I haven't attached the Smart 529 docs......but I have attached them. What should I do?

Tried but message still "Schedule M line 37 requires documentation of prepaid tuition to be attached as pdf for electronic filing"  Weird because the prepaid tuition deduction is on line 39.  Line 37 was last year's position and this year line 37 deal with active military separation.
