Turbotax will not process my payment. I have tried my credit card and my mother's and I just keep getting the same error message. Same with paypal. Why is this happening?

It just says "we're having trouble processing your billing information. Please select 'contact us' from the help panel to speak with an expert to assist you." I live in Vietnam so phone calls to the U.S. are logistically very inconvenient.
