Its frustrating that Turbotax can't tell me what on my return is causing the problem. My taxes are not very complex.
I am sorry. I suspect identity verification. New York is in the processing of updating the security on their system, so there have some hiccups.
How can I request at least a partial refund for my New York State return from Turbotax? I feel I was misled and the fact that TurboTax doesn't even know whats going on entitles me to a refund.

Again, I think the rejections are based on the computer issues reported by the New York Department of Revenue. We have seen a significant number in the tax returns rejected for e-file this year. Hopefully, the planned computer upgrades will resolve these issues
Except that my return wasn't "rejected"--I am not being given the option to e-file it at all. So this piece isn't on the NYS end....
I am on the same boat with you guys, I and my wife are still working under the same company... nothing has changed other than we moved out of NY City county...
I feel better after I read the comments from this page, I thought I did something wrong... and of course, I have called TurboTax CS and they also confirmed I did everything correctly but can't tell the reason why I can't do the e-filing... for the state only.
i have the same issue..my taxes are not at all complicated either so this perplexes me... i've never had this issue with turbotax for the past years and i don't understand why it's happening.

I had the same problem as well. I was able to fix it by deleting any "0s" that I entered for non-applicable fields. I think the system processes "0s" as invalid numbers. I hope this helps!
Cassandra thats the answer right there....Go through entire state return and remove 0's and it will then allow you to efile. I believe the 0 is showing as actually numbers, so just leave blank.
I am also having the same issue. And when going through my options, it keeps choosing “Yes” for the question that asks if I need to file a NYC form due to working in the city and not living there. I have never lived nor worked in the city so I am not sure why I chose no and it switches back to yes. I’m frustrated.
If TurboTax has indicated you need to file your NY return by mail, you can go ahead and mail your return.

Regarding your question related to the New York City Return, you can delete those forms by going to Tax Tools/Tools/Delete a Form and scroll down to locate the NYC return and delete the related forms, OR alternatively, when you print the New York State Return to mail, you can remove the NYC Forms which will be included in that printing queue and discard those.
This is a problem of the turbo tax. And huge inconvenience for all of us. This should have been well documented in the front page of the website. You don't even realized till you pay and ready to e-file. this is absolutely not acceptable !!
I reviewed and re-started my NY return many times and spoke with customer service who also couldn't help me. I followed the suggestion of another reply that said to delete out the zero's that I had put into many boxes and was just given the choice to e-file! Do not put 0s in when you don't have a number to enter, just leave the box blank.

I completed my tax return for 2019 and when I am ready for e-file, Turbo tax would not allow me to e-file on my New York State tax. At the same time, It says NYS does not allow mail-in tax return.

for anyone having this issue...check your W-2 box14 categories...I have a feeling that the paid family leave act is causing issues when people are not categorizing it correctly and it is flagging it in turbotaxs system
i just reviewed mine and my wife's after i adjusted that i was then able to Efile
I finally got it to work today too. I went into Tax Tools/Tools/Delete a Form and just started deleting all the NY forms. Then I went back to the state section and verified that in all the sections the numbers were correct. For me, none of the forms were actually deleted as far as I could tell, but my refund was off until I clicked through all of the steps. When I went to file, it was still defaulted to file by mail, but now the option to e-file became available.
I tried to do this, but it would not let me delete all the New York forms, it would not delete about four forms. Did this also happen for you? When I redid the state taxes after, it still is not letting me e-file. I am going crazy here and do not know what to do. Thanks!
