There is no e-filing fees when using the online program. The fees are for the use of the program to complete a fed & state tax return that you can mail or e-file.
It is normal for TurboTax to charge some amount in some states to efile a state return. This is because all states charge a different amount for efiling and for that reason TurboTax does not include it in the initial purchase price of the software/subscription.
