State and Local Tax Refunds on Form 1099-G for California

Hi all! Everything was going fine with my filing process until I got to the "State and Local Tax Refunds on Form 1099-G" subsection under the "1099-MISC and Other Common Income" section. It said I needed to review that subsection. Also, I did not receive a 1099-G form. I then navigated to the "Tell us about your refund" page and it had 2 auto-populated numbers (screenshot below). However, it doesn't say where exactly these numbers were transferred from. I think I might know they came from, and it seems like one of them may be incorrect:

Under California return, on the box "Your refund received in 2020" of the screenshot, enter the amount of California refund received in 2020 (from 2019 California income tax return); and on the box of the screenshot "Total of all payments and withholding", enter the amounts withheld on your W-2, W-2G, and 1099, estimated payments, and many more.  Under the "total payments and withholdings, click "What does this include" learn more.  Attached is the screenshot.

Hello. Yes, I read that, but which line numbers on my CA Resident Income Tax return did TurboTax get these numbers from?

This is a known error and in some cases TurboTax is doubling the entry in Federal Income for State and Local Refund Received.

Here is the work-around for this:

  1. Go to Federal
  2. Wages and Income
  3. Other Common Income
  4. Refunds Received for State/Local Tax Returns
  5. Revisit
  6. Delete the entry there
  7. Enter your state refund again.

If all three of the following are true, your refund counts as taxable income:

  • You itemized deductions last year, instead of taking the standard deduction
  • You claimed state and local income taxes (not general sales taxes)
  • Claiming the deduction helped you increase your federal refund or lower your tax bill
