[Removed] is using SSN to file tax report this year, but she used ITIN instead of SSN to file tax last year, could that be the reason that her AGI was rejected?

It's possible.

 

If the taxpayer filed a Form 1040NR in 2018,  you can use the AGI from line 35.

 

If the taxpayer filed using Form 1040, try entering zero as the prior year AGI. 

 

The IRS may not have any record of a tax return being filed since this is the first year using that Social Security Number to file a tax return.
