When New York state pulls the state tax return from the server.

The IRS probably accepted your return as part of a test of its system, prior to the official opening date of tomorrow (Feb 12).  Your NYS return should be transmitted shortly after the state officially opens for filing, also  on Feb 12.

Per NYS:  E-filed returns could take one week to post to our system.

@DoninGA  is correct.  TT does not actually transmit tax returns.  Rather, the IRS and states come and pull them from TT's servers.  This can take more than a day, especially when there is a backlog at the opening of filing season.

My NYS has been pending since 02/13/21, but my federal accepted on 02/12/21. Is NYS behind?

Even if you filed your federal and state returns at the same time, your state may not start processing it at the same time as the IRS.

It's not unusual for state returns to remain in pending status several days after a federal return has been accepted. This is especially common when e-filing first opens in early February.

Sit tight and your state return will (eventually) move along in the queue.
