My ddd is February 22,2018.. Is it possible to get it sooner. I e-filed with turbo tax for free.

Only the IRS can provide an answer for you regarding whether or not you will receive it sooner, since they are the ones that issue your refund. If that is the date you are seeing on their website when you check Where's My Refund?, then that is the most accurate date and is when you should receive it. I'd suggest keeping an eye out on your bank account or Turbo Prepaid card to see if it hits before then.

TurboTax only provides you with an estimated date based on data from others that have filed. See here Why can't TurboTax give me an exact refund date?

Thank you. Tomorrow makes the 21 days. Is there a certain day or time that refunds get put on the turbo prepaid visa card?

You are welcome! There is no specific time but the date that the IRS's Where's My Refund? site shows is the day you should see the deposit. It could post at anytime on that day though. Make sure you have activated that Turbo Prepaid card before the date you see on the IRS's website.

And if you claimed "Earned Income/Additional Child Tax credit" on your return, the government held those returns until around mid-February. And refunds from those returns will start releasing in late February.
