TurboTax never knows about offsets to your federal or state refund to pay debts you owe, like back taxes child support. If there is an offset order for your refund, they can take any part or all of your refund, no matter whether the refund is for tax withheld or for a child-related credit.

The IRS will send you a letter explaining what happened to your refund.

If you owe a debt and the company goes to the IRS and takes your refund to pay that debt, you do not have to consent to them doing it.
