Unless you paid the TurboTax account fees with a credit card, the 2019 tax return cannot be download as a PDF until the IRS accepts your e-filed tax return.

Scroll down to the bottom of the screen and on the section Your tax returns & documents click on Show. Click on the Year and Click on Download/print return (PDF)

Scroll down to the bottom of the screen and click on Add a state. This will take you back to the 2019 online tax return. Click on Tax Tools on the left side of the online program screen. Then click on Print Center. Then click on Print, save or preview this year's return.
TurboTax has said that IRS has accepted my return but I'm still unable to download and print my return. I opted to have turbotax deduct their fee from my return! I still am unable to download my return! TurboTax should be up front and tell it's customers that their return cannot be downloaded unless payment is made by credit card or download should be allowed when customers opt to have payment made from their return!!
