I thought that I had filed my 2017 tax returns for the IRS and California in February using TurboTax.. However in checking (still looking for my refunds!) I discovered I had not pulled the trigger to actually complete the process.
What do I do now? Just go ahead and complete the process or do I need to go back into the return and do anything to indicate I am filing late or ??
Simply complete the process now. If you are owed no refund, there is no late filing penalty. If you owed tax, the IRS will bill you for any penalty or interest owed on the tax due.

If I am owed a refund is there a penalty that is deducted from the refund? for both the IRS and the state of California?
If you are owed a refund, there should be no penalty
Does not apply for Fed return but State is penalizing late returns regardless if they owe or U owe.

At this time, 2019, only 2018 tax returns can be prepared and filed with the online versions. 2017 can only be filed on paper using the CD/download software installed on your computer.

You can only buy the download for prior years. You have to buy a separate program for each year. They only sell the last 3 years. You need a full Windows or Mac computer to install it on. Buy the download here

You have to print and mail prior year returns. When you mail a tax return, you need to attach any documents showing tax withheld, such as your W-2’s or any 1099’s. Use a mailing service that will track it, such as UPS or certified mail so you will know the IRS received the return. Don’t forget state.
Important! Mail Federal and State in separate envelopes and mail each year in separate envelopes.
If you are getting a refund, there is not a penalty for filing past the deadline. You have 3 years to file for a refund. If you owe taxes, the interest/penalties will be calculated by the IRS based on how much you owe and when they receive your return and payment. The IRS will bill you for this; it will not be calculated by TurboTax.

@mholl2176 The reply you received has the link you need to click on to purchase the software. Read the reply again. You will need to purchase and download 2017 software to a full PC or Mac. Then you can update the software on your own computer and begin preparing your 2017 return.
