The message from TurboTax doesn't provide the error code it just says that Kentucky is updating the the ITC schedule, But then says the the OHIO updated form will be available after February 25th.
Tax year 2020. I have the same problem. My efiled KY state return was rejected. TurboTax description of the error is " ... tax return is on hold pending ongoing updates to calculations for Kentucky Schedule ITC..." I got the TurboTax update to the KY state return. On the "Let's Take a Look at Your Return" page, the "What Needs to Be Done" says "Please review your Ohio return and run Final Review." I have never lived or worked in Ohio. There are no Ohio tax forms in the form view. The ONLY place where Ohio appears is my employer's address in Block C of my W-2. My address is correctly listed as KY every where else. Again, I have never lived or work in Ohio. I'm a full year resident of KY.
I continue to have the same problem. TurboTax needs to look into this problem and at least offer a better response to to what is causing the problem.

WA-F740-0059 is the error code it is showing me what is the problem
WA-F740-0059 is a rejection code coming from the Kentucky Department of Revenue in the category of Incorrect Data.
"KY residents must report all income received including income from sources outside KY. Within certain limitations, a credit for income tax paid to another state may be claimed on Worksheet A. Full year nonresidents may not claim this credit. The credit is limited to the amount of tax paid to the other state or the amount of KY tax savings had the income reported to the other state been omitted, whichever is less. A return must be filed with the other state in order to claim this credit. Credit for tax withheld by another state is not allowed. A credit for tax paid to a reciprocal state on certain types of income is not allowed. The type of income reported to the other state must be listed on Worksheet A. (See Worksheet A instructions for limitations and reciprocal state information.)"
If you had income from other states and are a Kentucky resident, Kentucky still wants to see that income, even though it may give you credit for taxes paid to another state, so you are not double taxed on the same income.
At the beginning of the return, in the Personal Info section, it will ask if you made money in any other states. If you did not, please make sure this is checked No.
If you have income from another state, please prepare the return for your non-resident state first, and then prepare your resident state return.
When we can expect this issue to be resolved ?

Kentucky Reject Code F740-0001 for Form 740 is "The Kentucky filing status selected on Form 740 is
incorrect based on information reported on the return."
The options on the state return are:
1 Single
2 Married, filing joint return.
3 Married, filing separate returns
Please step through the beginning of your Kentucky return and make sure there is not a stray incorrect box selected.

Mine keeps getting rejected even though I filed everything the way it told me the first time. I had no issues with my Ohio one or my federal one after I had corrected the error my federal one had. But Kentucky keeps rejecting it claiming I need to file Ohio when I already did and had it approved, accepted and received the tax. Whatever one it is claiming has nothing as far as Ohio and Kentucky. I filed and got two of three approved. It’s pissing me off Kentucky won’t approve
