Its asking me to enter tax liability from 2018 return. form 740 or 740np page 1 line 26 where do i find this

That is the amount of tax liability from your 2018 KY tax return.  A Form 740 would have been a KY resident return, and a Form 740NP is a KY Nonresident or Part-Year Resident return.

I can only find a 740-NP-R tax form from 2018. I'm not able to find the 740 or 740np. The 740-NP-R doesn't have a line 26.

It depends.

 

Form 740-NP-R isn't the tax return.  It's a copy of the form used to report income earned in a reciprocal state.

 

Since you had a Form 740-NP-R, you probably filed your tax return on a Form 740-NP.  If so, your tax liability would be reflected on line 29.
