issue: Federal requires me to mail due to Identity Theft. NYS won't allow efile since I didn't do Federal and won't allow me to mail since I used software to complete

Do I now need to do state by hand? Will TurboTax refund what I paid for state since I can't use?

You should still be able to complete your state return using TurboTax and indicate you are mailng your return.  If you would like to request a refund, see the link below:

When I printed the NY State return from TurboTax it had a paper from NYS stating “since you used software you can not mail in your NY State return”.  They gave details of the law and why this isn’t allowed.   TurboTax does not seem to know this as their instructions were to mail it 

So, unfortunately I had to hand write my return and throw away what I printed from TurboTax.   I’d recommend this be looked into so customers aren’t getting contradictory instructions

This New York webpage indicates that, if you must file a paper Resident Income Tax Return, you can use their enhanced fill-in Form IT-201 with 2D barcodes, which would be easier than hand writing the return.

Once you file your return, as long as the settings to receive communication from Intuit don’t block it, you will see a pop-up message or receive an email with a survey asking you about your experience. We encourage you to leave your notes and comments there. “Voice of the Customer” notes and comments are read and acted upon.
