No you cannot clear it if you registered. Did you pay? What is wrong? Why do you want to start over now?
Because I forgot to import tax data from previous year in the beginning. It said, to do that I have to clear & start over.

Was your 2018 return prepared with Online TurboTax? If so, one option is to switch to the 2019 desktop software (CD/download), and then download last year's *.tax2018 data file from your online account and transfer it into a new 2019 desktop return (we can tell you how). But if you used Online TurboTax last year, I'm suspicious you are not in the right account. If you aren't in the same account, and if you find the right account, you may be still be able to transfer the 2018 data into a new online 2019 return.
The reason I'm suspicious that you are not in the right account is that the 2018 data (if prepared last year in Online TurboTax) should have transferred automatically into your 2019 return. When you log in to your current account, at the Tax Home scroll down to the section "Your Tax Returns & Documents" and expand that section. Do you see evidence of the 2018 return in that same account you are using for your 2019 return?
Many people end up with multiple accounts without realizing it. It's worth checking to see. Here's how:
You can have up to 5 accounts that use the same email address for notification purposes. A User ID may be an email address, but it doesn't have to be. It might be only part of an email address, or it can be anything at all.
To get a list of your User IDs and recover account access, you can use the tool at the link below. When using the Account Recovery tool, try using your phone number first. After that, if necessary, then run the tool on your email address(es) you can access.
NOTE: Before running the account recovery tool below, log out of all Intuit accounts including this user forum, or you might end up in a loop. Then clear your browser Internet cache, close your browser, then reopen it, and go to the link below. You may wish to copy this link so you can paste it into the new browser session.

If still no luck after running that on your phone number and email address(es) that you can access, here's another method:
Go back to the tool again, but this time leave the data field blank, and choose the small blue link that says "Try something else", and it will look you up by SSN and other parameters.
I used 2018 download version and I have .tax2018 file. But I can not transfer it since I already registered it.

You only said "registered", so does that mean you haven't actually paid? If you haven't yet paid, you have a couple of options. If you have already paid, I'll provide a third option below.
Option 1:
If you haven't already paid, you can abandon the online return, purchase and use desktop 2019 TurboTax and transfer the 2018 data file into it. The desktop product has more features, including Forms Mode, which the online version does not have, and depending on the product edition, it may include a state program. In Online TurboTax the state return is extra.
Option 2:
If you haven't already paid for your 2019 online return, you could abandon that account and start a new return in a second online account. You would need to use a different User ID for the new account, but the underlying email address in the account info can be the same; i.e., you can have up to 5 accounts that use the same email address in the account info (for notifications), but each User ID must be different. A User ID doesn't have to be an email address. Then you can transfer the *.tax2018 data file from your computer into the new 2019 online account (be sure not to register, because as part of the transfer process it has to clear and start over.) Here's how:
Option 3 (if you have already paid for your 2019 Online return.)
Contact TurboTax Support and see if they will move you to the desktop software or refund your online purchase. Or I suppose you could ask them if they would let you move to another online account and give you a service code to pay for it.

I got this turbotax self employed online through Lyft driver discount and it was $0. I dont know if this is considered as paid or not...

If you have tax questions you are not required to upgrade to the TurboTax Live Self-Employed edition. Unless you are prepared to pay $200 for Live CPA/EA support.
