If I pay for the turbotax service with my cc why do I have to pay the 40 for the options to have it taking out of my refund if im paying out of pocket ? seems forced

If you pay BEFORE you e-file by using a credit or debit card, you will NOT pay the $40 refund processing fee.  You only pay that if you choose to pay from your federal refund and allow a third party bank to receive your refund, take out the fees and send you the rest.
