I tried to pay my fees with my refund but for some reason it won't do it Why?

The fees were108 dollars. My federal refund was 124 dollars so I don't understand. My combined refund was 597 dollars

There is a $40 bank fee to pay with your refund. If your federal refund is only $124, it will not cover the TurboTax and Bank fee that totals $148. You can not pay your fees with your state refund.
