I paid for federal filing. Ga filing was overlooked as I thought they were both done. Do I really have to pay 40 dollars when there are free options out there?

If you know how to properly apply your federal return to your GA return (what transfers and applies, etc.), you can certainly choose to file any way you choose.  I know that many states offer free filing via their websites.

In TurboTax, the federal return information automatically transfers into the state return when you prepare them together.  There is no e-filing fee for a state return prepared using the Online platform.  How you proceed is completely at your discretion.
