I owe state tax for 2018 and am needing to know if payment arrangement options are available or if amount owed will be taken from 2019 taxes

You would have to ask your state what options to pay.  I would assume if you don't pay the will take it out of any future state refunds you get.  

You may be able to set up a payment arrangement for your state tax balance due. Different states have different rules. As @VolvoGirl stated, your state may offset any future refund to pay your 2018 tax.
