Sorry you can no longer use Turbo Tax to prepare or amend a 2019 return. Not Online and not using the Desktop program. You need to do it yourself or go to a local tax place or accountant.
Even if you find the Desktop program, you will never be able to activate the 2019 program with the License Code. The License Code started in 2019. So 2019 needs to connect to Turbo Tax to verify the License Code. But they have stopped supporting 2019
Additionally, if the 2019 tax return has a tax refund, the refund will not be paid. The 2019 tax return with a refund had to be filed on or before July 17, 2023.

Other tax software companies may still have 2019 software available, but TurboTax for 2019 is no longer available.
You will not be able to use TurboTax for a 2019 return; and just so you know, any refund for tax year 2019 has been forfeited and will not be paid. If you owe tax due for 2019, you still need to pay the IRS with late penalties and interest.
