I’m required to file NY state taxes but not required to file federal taxes based on my income, can I file my state taxes only? Filing both would make me pay more taxes.

You have to fill out the federal income tax return so the federal information flows to your state return. You can then print out your state and mail it in. You won't be able to e-file. You can only e-file if your federal return was e-filed. This is a security feature.
