I double checked and the ECN option is not available. There is nothing to scroll down to as it instructs you to do on the "we can waive part of the penalty" page
No, don't have one yet but applied for it and meet the employer criteria. I just can't find the option to enter that info when I do have it. One of the drop-down boxes instructs you to scroll down to the bottom of the page asking if you have a situation that would exempt you. But that page is not showing up on my return.

If you have an ECN number or you applied and have not received it yet, and you did not have health insurance for all or part of 2016, here's how to enter it.
What if I haven't received an exemption certificate number yet?
If you applied for an exemption through a Health Insurance Marketplace but haven’t heard if you were approved yet, you can enter “PENDING” instead of the exemption certificate number (ECN) and file your 8965 exemptions form.
This means you can file your taxes with no tax penalty taken out. Once the Health Insurance Marketplace reviews your application, they’ll let you know if it’s approved or you still need to pay a penalty.
The TurboTax software will submit this info with your tax return and the tax penalty will be waived for all months and people the ECNs apply to.
Ok, those are the exact instructions I read earlier, but still the "Did you have a situation that waives the tax penalty for being uninsured?" screen does not appear
Okay, on the "Did you all have health insurance coverage in 2016?" screen, what did you choose? And what do you see right after that screen?

Then I pick the months for myself and 3 dependants. Only one did not have insurance.
Then -Are any of your dependents required to file a 2016 tax return?-
Okay, lets try this.
1. Click on My Account at the top and choose Tools
2. Then click on Delete a form, scroll down the list and click Delete next to "Healthcare Entry Sheet"
3. Then go back to Healthcare section and choose your options once more to see if you get the screen that you are needing then.

Ok did that, didn't work for me. I went through the steps again after loggin out and in. Still didn't display the exemption option

* Log into your return, click the orange Take me to my return button.
* Then go to My Account in the top right corner, click Tools there.
* Choose "Share my file with Agent" and click Ok. This will give you a Token Number to share with me.
* This is going to send a protected copy of your return for us to view. No personal info(SSN, address, names or any other personal data) will be shared with us on this copy.
Then share that Token Number with me so we can take a look to see what may be causing this to happen?
