12a is just box 12 for the first state.
Is there an amount in box 12 on your 1099-R?
Is there a state ID and payers tax number in box 13?

A blank box 14 is deemed to be the same as box 1. For some reason NY does not like that and wants a value in box 14. Just but the box 1 amount in box 14 and that should satisfy NY.
On my 1099R box 14 has a sum of NYS tax withheld. I entered that as instructed. At the end of the process to FILE- it says there's an error with my BOX 12A for Electronic filing. NYS withholdings can not be greater than or equal to gross distribution or state distribution. Only way to move forward is to remove what is accurate in box 14. not sure how to proceed
It looks like NYS requires to file by mail in this instance. Very annoying. That being said you must file by mail on both State and Fed. Its either none or all option. I would keep your withholdings as stated on your 1099R and leave 12-a blank and continue to file by mail.
I am having this exact issue. Then when I try to change it to mail in filing for NYS they are not giving me the option to because I have selected to pay by direct debit. Anyone know how to fix this?
@Meepmeep You don't need Box 12. If Boxes 14-17 are empty on your 1099-R, leave them blank in TurboTax.

I appreciate your input but the problem is I have no line item 12 on my 1099 r but the program is filling in my actual taxes I paid not only on line 14 but on line 12a. I tried to delete the amount from 12a and it acted as if I did not pay any taxes to ny state and I went from getting a refund to paying a significant amount. I spent two hours on the phone with one of your consultants and she eventually put in a ticket to your tech team. She also had a tax lawyer on with her and that person was as unable in the end to assist.
This is exactly what happened to me. Nothing on line 12 and an amount in 14. Then when I try to erase the 12a amount my refund gets reduced back. After also speaking to representatives, one suggested to wait one week as they are updating the forms everyday as the filing doesn’t start until the 12th. Sadly no one could explain or help me with anything and that was the only recommendation. So the only advice I was given was to wait and try again in one week and if the issue was not resolved within a week internally then they would refund me my payment for the service.
Thanks for your reply. I guess I will pursue a refund as well after I hear back from someone. I’ve never had a problem filing this way and a little disappointed.
Some TurboTax online customers are experiencing an issue with entering their 1099R into TurboTax. After entering the form information, TurboTax online says "needs update" after entering the information.

You'll report amounts from Form 1099-R as income. So, the income is taxable to the recipient in the year received. Regarding 1099-R distribution codes, retirement account distributions on Form 1099-R, Box 7, Code 4 are still taxable based on the amounts in Box 2a.
I had the same 1099R box 12A problem and printed out my federal and NYS tax. The second page of NYS IT-201 has a message 'New York State requires this income tax return to be filed electronically'. If the state tax was prepared using software, it must be filed electronically.
The instructions for Form IT-201 state (on pg. 5) : "You must e-file if your software allows you to e-file your return."
If TurboTax is telling you to mail in your New York return, you can do so with peace of mind.

Tried everything and spoke to your tech folks. The only fix was to file via your desk top version and it worked like a charm!!

Can someone tell me how you get a refund from intuit?I have moved from filing with the online version because it didn’t work with line 12a. The folks at intuit sent me the desk top version and it worked. I had already paid for the online version and was told by a few people from intuit that I should apply for a refund for the online version. I filled out a request as instructed and never got a confirmation of receiving my request or follow up. Does anyone have a place I can talk to someone about this?

WOW guys! So I just spoke with an agent again and she was able to solve the issue with the online version. So I just had to input the amount from Box 1 into Box 16 "state distribution" (even though on my original 1099-R that I received my Box 16 was blank) and it resolved the error and allowed me to e-file without any issues. All numbers stayed the same for refunds without any issues. Glad an agent was finally able to resolve this and I hope this post helps anyone else that has this issue.
