I keep entering my State 2019 refund as $87, but on the Stae and Local Tax Refund Summary it shows as $174. Is this a bug?

This has been an issue for some TurboTax users and it is being worked on.

Here are the steps to correct it:
 

Go to Federal

  1. Wages and Income
  2. Other Common Income
  3. Refunds Received for State/Local Tax Returns
  4. Revisit
  5. Delete the entry there
  6. Enter your state refund again.
     

If all three of the following are true, your refund counts as taxable income:

  1. You itemized deductions last year, instead of taking the standard deduction
  2. You claimed state and local income taxes (not general sales taxes)
  3. Claiming the deduction helped you increase your federal refund or lower your tax bill
