I have paid your company to file my taxes for 9 years. Now you are telling me I have to pay additional money to download those tax returns? Do I have this right?

No, you do not have that right.

To access prior year online tax returns you have to register the 2019 online account.  Signing onto the 2019 account with the exact same User ID you used for the prior year online accounts.  There is no payment required, only the registration.

It is making me pay $30 for a PLUS account to access my prior returns.

If you are seeing a message that you are required to purchase Plus, then contact TurboTax support for assistance.  The requirement to purchase one of the current year online editions before you would have access to the prior year online tax returns was removed for tax year 2019.
