I did not have health insurance for the last 3 months of the year due to loss of my job and still getting penalized. Why?

Where does it say you are getting penalized? On what form?

There is no longer a penalty for not having health insurance coverage.

However, if you got health insurance through one of the Marketplaces under the Affordable Care Act, you are required to file form 8962 which reconciles the amount of Premium Tax Credit (PTC) that you received with the amount that you qualify for - the payback of PTC may be what you are seeing.

So, not only what form, but what line? Also, are you talking about your 2019 return?

Hello and thank you for your reply. I live in MA And my only choices are private or subsidized insurance in which I had neither. I was Insurance  insurance through work but it doesn’t give me that option. So I hit none and it is saying I will have a $1,600 penalty.

Did you receive a 1099-HC for your health insurance for the nine months of the year?

Under What type of health insurance did you have, if you click I had private insurance, are you able to enter your 1099-HC information?

Please see here.

"The 1099-HC form is a Massachusetts document which serves as proof of health insurance coverage for MA adult residents. Every MA resident who has insurance will receive an annual 1099-HC form which is completed and provided by your insurance carrier. You do not need to file Form 1099-HC."

"Insurance through work" classifies as private insurance.

If you didn't receive a 1099-HC, it's your responsibility to determine whether your insurance meets Massachusetts MCC requirements. See here for more info:
https://www.mass.gov/info-details/health-care-reform-for-individuals

If you do not expect to receive a 1099-HC, complete the Massachusetts Health Insurance interview as follows:

Enter the insurance company name and your subscriber number, but leave the federal identification number blank. Check the box "I didn't receive a 1099-HC from this insurance company". You may see an error during the state review, which you can ignore.
