I cant remove a period from form 40 "code 319" forcing me to file by mail. Is there a technical fix? or a work around?

I have restarted my taxes and completely reset from 0 twice now. I'm going on hour 4, all because I want to e-file; and because of a decimal that I cant remove. I've tried everything. Does anyone have a work around? Is there technical assistance I can get ahold of? Or will I just have to file by mail. All because of a decimal... No matter if I set it to whole number, the smart check bugs out and wont let me e-file.

What form is the decimal on?  Is it an imported form?  

 

If so, delete the form and enter it manually, no decimal is required, just round the amount up or down, as appropriate.

It's form 40. Even if I don't enter the decimal. Turbo tax inputs one. I've tried rounding up and I even restarting from the very beginning.

Is that a state form?  Which one?  

 

You could try Filing Federal and State Returns Separately, so you could Efile Federal now and mail State or try Efiling it later.

Its a state part year residence form. I will just do that, file separately.
