I can't afford to pay my taxes

how can I make payments on the money that I owe

For federal taxes owed you can use IRS Form 9465, Installment Agreement Request.  The form will be available in the File section of the program on Step 2 when federal taxes are owed.

You can easily pay them by opening an account on irs.gov and select "make a payment" or "make a payment plan' where you can choose your installments. There is also a sight called "direct pay" which will help you with making payments directly to IRS when you want to make a payment.
