The full message is below. I have already made sure my software is up to date as instructed and restarted my computer three times now. How can I get this software glitch to work?
Your Transmission Didn't Go Through
TurboTax was unable to send your return to the Infruit Electronic Filing Center, for the following reason:
Validation failed: There is an update available for your program. Before you can e-file, you'll need to get this update. To do this, go to TurboTax menu and select Check for Updates.....

I had this problem too. Running Win 7; CD version of TT Deluxe; I paid to file state; hit transmit returns and got the update required error. Tried updating and the software stated I was "up to date". Worked with help crew with no resolution. Took a swag at it and restarted my laptop. I then started TT. An update requirement popped up. I let the update run. I was then able to transmit my returns.
This occurs either when your account is on a billing hold or when Pay With My Refund was accidentally added twice to your shopping cart.
Solution
If your account is on a billing hold please log out and wait up to 24 hours for the hold to release.
If you have 2 refund transfer products in your shopping cart follow the steps below.
In the left menu, select Tax Tools.
In the expanded menu list, select Print Center.
In the TurboTax Print Center, select Print, save or preview this year’s return.
On the Like to print your return now? screen, select Pay Now.
This should fix your shopping cart and take you to the shopping cart screen.
You can now choose to pay for your return with a credit card or Pay With My Refund.
Once you've paid, you'll be able to transmit your return. Ref: TurboTax Your transmission didn't go through due to a server problem
