How to talk with a turbo tax representative about my 2023 tax return which I can't recover?

can the turbo tax license code be used again to download 2023 software on a laptop that was  cleared?

You can speak to a person, you just have to go through the procedure to do that. How did you install it the first time?  Did you use the CD or use the download method?

But your tax return was only saved on the original computer so if you don't have a backup of the pdf file or data file ending in .tax2023, your return is gone.
