You can do this easily with TurboTax! When you have completed entering everything into TurboTax that will transfer to your Federal Form 1040, you will just proceed to filing your federal return. Even if a state return was automatically prepared by TurboTax based on your entries, you can choose to ignore this and only file your Federal return, once you are ready to file.
If you are using any version of TurboTax other than the free Federal, you will need to delete the state return that generated before proceeding to file the federal return.

I'm unable to locate how to skip my State e-file to just file my Federal returns. I've already paid for both and followed TT recommendation to skip my State, but I do not have any options to do this. Would appreciate any assistance as I'm awaiting for TT update for WI State 1099-R/8915-E issues to be resolved before I can send my State returns in.

Thank you. I actually had to select 'File by Mail' to get back to the screen that allows me to indicate that I'm not ready to File State yet.
