The answer is NO...you cannot pay your NC taxes due just by filing an NC tax return thru TurboTax. It is not possible to arrange the payment thru TTX. (But see my comment below)
You must either mail in check with the form D-400V voucher

Followup…..Note that this post is from April of 2016 for 2015 NC taxes.
NOW.....NC does allow you to arrange a direct debit with your NC state e-file. (I think it started with the 2017 tax filings)
Yes, when you file your federal and state tax returns, you will be able to designate how you'd like to pay any taxes due.

If you have federal tax due you can pay by mailing your payment with the 1040V voucher, (which has the address printed on it, having the payment taken out of a designated bank account, or you can pay directly on the IRS website.
