Hi, I need help on which version of Turbotax to use for only federal personal and home business tax filings 2012 to 2016

recommend turbotax version for federal personal and home based business consulting for 2014

Use the TurboTax Home and Business desktop CD/Download edition for your tax situation assuming that you will only be needing a Schedule C for the self-employment income and expenses (sole proprietor or single member LLC).

Is there a military discount available for retirees and if multiple copies are purchased for 4 years??

There is not a discount for military retirees, only if you are active military.  Each tax year is a separate TurboTax program and there is no discount for purchasing multiple tax years.
