Hello I had to restore the windows11 OS to a new disk from a week old backup image. Why do I have to reactivate the Turbotax 2024 again and in doing

seems I used another licence out of the five included

It depends.  There are several reasons why this could be happening.  Please see this link for some options available to avoid this from happening in the future.
