Extension was rejected and now i cant get it to file. It says even though ive paid turbo tax for filing which didn't happen, that i now have to pay more to file?

You missed the deadline for e-filing a 2016 return.  If you already paid your TurboTax fee, then you can contact customer service for a download of the desktop software.  You now need to use desktop software to finish preparing and filing your 2016 tax return.  The return will have to be printed, signed and mailed.  use a mailing service that will track it like UPS or certified mail so you will know the IRS received it.
