You can use the federal ID number that is listed in box "b" if there is not state ID number listed on your W2 in box "15". Make sure you have your two letter state abbreviation as well.
I finally discovered that I just needed to enter the state mailing abbreviation - in my case, VA, in that slot. Leaving it blank generated error msgs.
No you can't. Even entering the 14 digit number yields errors, to include the state abbreviation.
The EIN is less than 14 characters and gives the same error.
Same issue last year. Turbotax: why don't you fix this issue rather than letting it persist year after year?
My taxes were rejected cuz I don't have a Identity theft 6 digit code

If you reported an Identity Theft to the IRS in a prior tax year then the IRS would have sent you the 6 digit IP PIN in December or January.
Go to this IRS website for IP PIN information - https://www.irs.gov/identity-theft-fraud-scams/retrieve-your-ip-pin
To enter a 6 digit IP PIN
Or enter ip pin in the Search box located in the upper right of the program screen. Click on Jump to ip pin
