efile has shut down Oct 16 even though turbo Tax instructions say open till Oct 31

On October 30, I attempted again to efile my Virginia return (due 11/1) because a couple weeks back when I went to payment step, I got the message Sorry we cannot complete your transaction at this time, please try again later.....  This time when clicked File a Return, statement says E-filing is closed for the season, closed on Oct 15, file by mail!  I clicked continue anyway since I got the same message when I attempted Federal filing on October 18 and was successful with confirmation accepted.  But this time when I got to the payment part for VA, screen says:

"State E-File is closed for the season

Hi there, and thanks for visiting. State E-File in TurboTax is closed as of October 16, 2020, so we can get ready for the upcoming tax season.

See you then!
If you would like to purchase State E-File, contact [phone number removed]."

So I called.  Angel told me efiling closed on October 16 due to the IRS closes accepting returns and all states are covered under that rule.  I explained the IRS website says you can efile until November.  I gave him the url and he reviewed.

He tried to explain IRS must have just changed their rule.  I said could not be they just changed and NO ONE at Intuit realized.  But then I got disconnected!

Searching Turbo Tax website support, you are showing October 31 closing:

I tried again to efile, same message.  So why are we getting shut out prior to official efile cutoff dates after paying for the software?

The October 31st date is the time you have to sign into your Online account to file your return, that means you can prepare your return until October 31st & print and mail it in.  The Online version shuts down after October 31st.

 

If your original return is rejected, you have until October 20th to re-e-file, after that date you need to mail in your return.

If you paid $24.99 for e-filing  state return using desktop software you can ask for a billing adjustment by contacting customer support,   Use the word "billing" in your request for help--not "refund."

If you used online software, the fee is the same whether you e-file the return or print and mail it.
