I have two problems.
1. I purchased 2018 TT Delux in 2019 but I did not file my taxes for the year 2018.
I bought the 2018 Turbo Tax Delux again in 2020. Can I get a refund on one of these packages?
2. I started using the software bought in 2019 but it is not importing 2017 tax return information when filling the information. I have been using Turbo Tax since 2011.

You bought the Desktop program twice? Or did you pay for the Online in 2019? You can transfer from 2017 if you have the .tax2017 file on your computer. How did you prepare 2017? We can help you transfer it. You can only transfer into a new blank return. Go up to File-New and see if it finds 2017 or you can browse to where it is. Are you on Windows or Mac? If it doesn't transfer I have other ideas to try.
Did you buy them both directly from Turbo Tax? You can ask for a refund. Why did you buy it again?

You can receive a refund of the software purchased in 2020 if it has been less than 60 days since purchased from TurboTax.

The tax data file from 2017 should have no problem being transferred to the 2018 tax return when starting a new 2018 tax return. The tax data file is by default stored in the Documents directory and in the TurboTax folder. If it is not in this folder then just browse to the location of the file when you are on the transfer page of the software.
The 2017 tax data file will have a file extension of .tax2017.
