You cannot enter a 1099Misc when you are using the Free Edition. If you qualify, there is another free software program available from TurboTax which will allow you to enter self-employment income reported on a 1099Misc.

Yes, you do. Your total income is more than the Federal Standard deduction plus one personal exemption.
State filing requirements vary.
And if the 1099Misc is in box 7 that is self employment income and you have to file for only $400 or more and pay self employment tax on it in addition to any regular income tax on it.
You can enter SE Income into Online Deluxe or Premier but if you have any expenses you will have to upgrade to the Self Employed version. Or use the Tax Freedom website.
