DECLINE button on "Limit Offers" page doesn't work. How to get around it?

Can't start my tax return because can't get past "Limit offers you receive to only what you need" page.  Decline button doesn't work, tries to force you to sign it.  How do I get past it?

Please try logging out of the program, clear your cache and cookies, and log back in. You may also want to try using another browser or using the phone app here, if the above does not work.

It's not a browser problem. The software requires the user to either actively "agree" or actively "decline" and both options are written in a confusing way (as if by a lawyer trying to trick someone) that increases stress for the consumer.

 

I have a lot of good will with TurboTax but each year they burn off a little more of it with sneaky things like this.
