Confused, TurboTax Deluxe is $40, then another $40 for state? A total of $80 for both? Federal and state filing?

Yes.  State is additional in all online versions Deluxe and higher.  State is only free in the Free Edition.

The Desktop program Deluxe and higher come with one free state program download to prepare unlimited stAte returns.  But there is a charge to efile state.

That is correct.  When using the TurboTax online editions the state program is an additional charge, currently $40, except for the Free edition.

If you choose to use the TurboTax desktop editions, one state program download is included in the purchase price, except for the Basic edition.

TurboTax desktop CD/Download editions for tax year 2019 - https://turbotax.intuit.com/personal-taxes/cd-download/

Additionally, you receive 5 free federal return e-files with the desktop edition and an unlimited number of tax returns can be completed at no further charge after purchase.  Only one tax return using the online edition per account and User ID.

Direct access to all forms, schedules and worksheets with the desktop editions.  No direct access using the online editions.

You are reading that correctly for the ONLINE Deluxe version https://turbotax.intuit.com/personal-taxes/online/

... but there is also the Downloaded Deluxe version for $70 that includes one state program BUT to efile the state will cost you $20   https://turbotax.intuit.com/personal-taxes/cd-download/

If you are eligible you can use the TurboTax Free File Program which is free to file both a federal and state tax return.  The Free File Program edition is a full featured personal tax program and on a separate website from the TurboTax online editions.

To qualify for free 2019 federal and state tax returns with the Free File Program, you'll need to meet at least one of these requirements:

  • A maximum 2019 adjusted gross income (AGI) of $36,000; or
  • You qualify for the Earned Income Tax Credit (EITC); or
  • You served as active duty military (including Reservists and National Guard) with a maximum 2019 AGI of $69,000 (you'll also need a military-issued W-2).

TT deluxe on Amazon $50 including one state.  each e-file of state costs $20.  .  if just a few pages why not print and paper file - pay for tracking or proof of delivery

Using the desktop editions, after the 5 free federal e-files have been used, any further tax returns can only be printed and mailed.  The only charge is the postage stamp you have to put on the envelope.

If the AGI on the return is $69K or less then try the IRS FREE FILE instead ... there are 10 different companies participating in the program so use the tool to see which ones work for your situation ...
