Can you claim the Health Benefit Plan Credit (Utah) if you had health insurance through the marketplace

Yes, so long as you weren't even eligible for employer health insurance and you paid the premiums with out-of-pocket (after-tax) dollars.

Note that you can claim only the part of the marketplace premium that you paid for, not the Premium Tax Credit subsidy from the marketplace.

Please see the detailed rules at the State of Utah website.

Hi may I know what is the amount paid for health benefit plan in 2021?

Is it the amount I actually paid or the total amount the insurance company received?

The amount paid for the Health Benefit Plan is the amount you actually paid out of pocket.  See the UT reference offered by @BMcCalpin for more information on the UT Health Benefits Plan Credit.
