Can I import 2022's 1065 pdf into Turbotax Business 2023?

I don't think so.  Looks like you can only transfer a pdf into the 1040 personal returns.   You  need to transfer from the Turbo Tax data file ending in .tax2022

are you mixing up years? the 2022K-1 would be appropriate to enter in the 2023 business return only if it had a fiscal year ending in 2023.
