Billing - Referral link not working

I tried various referral links such as from Rakuten and groupon:

At one point, it showed TurboTax premium for $71 during checkout but later it went back to $89 and did not change even after clearing cache, etc.

I ended up paying $89 because I had to file the tax then, but is it possible to review this and potentially refund the 20% of $89? Thank you.
