Why does Turbotax think that we are not qualified for dedcuting the child care expense BUT we are qualified under the law?

I find a problem with your software. Maybe it's a bug.
I was working full time, and my spouse was looking for a job in 2018. It is proof that some companies had applied the H1-B work permission for him. So due to the law, we are qualified for deducting the child care expense for my 10-years-old child.

However, your software tells us that we are not qualified. How can we do?

Although your spouse was looking for work, unless he actually obtained a job and stsrted working, you cannot get the childcare credit.

while agreeing with @xmasbaby0, I am perplexed at one statement -- you appeared to say that a company sponsored your husband for H-1b while he was looking for work ?  that cannot be correct

what is your visa status and that of your spouse?  when did come into the country and with what visa ? what about the child -- what visa ?
