TurboTax used Std Deduction to save $6 in Federal taxes. But this forced the Md state taxes to their std deduction increasing tax $1247. How can claim guarantee promise?

Need to add to software Fed std deduction can impact state taxes. Must compare manually both ways.  Thus the guarantee means I should get the cost of my software refunded.  How do I file a claim?
