Hello. I have the same issue when filing 2017 taxes. Spouse Canada Pension Plan. In 2016, I entered a 1099-r and Form 4852 with blank federal ID number and filed electronically with no issue. In 2017, I can't file without a number in that field. How did you file in 2017? I was thinking of a 1099-MISC. Thanks in advance.
The IRS does require some foreign pensions to be reported:

The 1040 instructions page 21 says to report foreign pensions on lines 16a & 16b.

The only way to do that in TurboTax is with a "dummy" 1099-R using a 4852 substitute 1099-R form since foreign sources so not issue an actual 1099-R. The explanation statement that is part of the 4852 would inform the IRS that this is a foreign pension being reported on line 16 per IRS instructions.
In the past entering 99-9999999 for the EIN worked, but for 2017 it does not, however other users have reported that 11-1111111 works fine for a dummy EIN to satisfy the TurboTax error check.

If you did not receive a 1099-R, then you don't enter a 1099-R. Elect to work through that section again and when asked, indicate that YES you do have a 1099-R to enter. You will see the 1099-R you entered listed there. Click the DELETE button to the right of it, then YES to confirm the deletion. You'll need to keep working things through until you get to a screen with a DONE button on it, and click that button so your deletion will stick.
You should also not be filling out a substitute 1099-R form, as I doubt there is any requirement the IRS can enforce to make that foreign payer send you one. So delete that one too, if present.
Instead you report your foreign retirement income elsewhere. If it's a Canadian pension plan, you enter it in the Canadian Registered Pension Income section. Otherwise you enter it under Personal Income - Less Common Income - Foreign Earned Income & Exclusion. Any foreign taxes paid on that will be dealt with later under the Deductions & Credits tab in the Estimates & Other Taxes Paid section.
We just posted (10/9/19) a question "How to delete 'Canadian Retirement Plans' from TT-2018 ?" on the 'Get your taxes done' forum and then found this post with Google.
The 9/19 post asks:
"'Canadian Registered Pension Income' is listed under 'Personal Income' and the 'Retirement Plans and Social Security' list, and cant delete it. Dont remember ever adding it. Is it a hack ?"
