I’m a contract worker only getting paid with 1099 misc and social security . Can I deduct my personal expenses license , insurance and continuing Ed costs in addition to my standard deduc

Yes, you are considered self-employed and should deduct necessary expenses for that work.  That 1099-misc income and the associated expenses are reported on schedule C separate from your standard deduction.  Here is a link that you may find helpful.
