I am trying to file 2 1099-NEC forms and my amount qualifies me for additional child tax credit but I need to put a tax liability, how would i know that amount?

You do not "put" in a tax liability.  The software calculates that for you and enters it based on your income and various other factors such as your filing status, number of dependents, amount of tax withheld, etc. etc. etc.
